[rt-users] RT Create Ticket display screen

If it does not exist yet just create a local directory parallel to your 
share directory with following subdirectories:
/opt/rt3/local/etc
/opt/rt3/local/html
/opt/rt3/local/lib
/opt/rt3/local/po
/opt/rt3/local/sbin
