[rt-users] create ticket via email

Are you sure there wasn't an instruction to do this?:

*Set(@MailPlugins, (qw(Auth::MailFrom Filter::TakeAction)));

*Your Mail plugin needs to have *Filter::TaksAction *in it.*

Try that.
