[rt-users] Prevent Requestors from setting the 'approval' ticket to status 'Resolve'

You must have ModifyTicket granted too broadly.  You probably even
want to restrict ShowTicket in __Approval to folks who should be in
there (or to the AdminCc/Owner roles).
