[rt-users] Allowing automatic creation of new (unprivileged) users - what is the command?

AutoCreate is only for logging in and autocreating a user (you can
read about it in the config file).  The logs and the email sent to the
RT owner should indicate that you need to grant the CreateTickets
right to the Unprivileged group if you want users autocreated.
