[rt-users] disable "New ticket in" button

thanks for the reply. i'll try to figure how to do it the way you suggest

in the meantime, i  changed /opt/rt4/share/html/ElementsCreateTicket

$SendTo => '/Ticket/Create.html',

$SendTo => '/',
