[rt-users] Can Access To Links in Tickets be Restricted to Certain Users/Groups

Hi

We have a situation where users are linking tickets and articles
incorrectly. They use the 'Refers to' under links. We want to restrict that
to a user or group.

Is this possible? I haven't managed to find any permission related to that
aspect of the system.
