[rt-users] setup queue for particular user

To give a particular user/group access to a particular queue, go into the
settings for that queue and assign the appropriate rights for that
user/group.

Then, to ensure that that user/group cannot access other queues, remove the
rights for those other queues.

All users who can log into RT are part of the "Everyone" and "Privileged"
groups.  To ensure that a particular user/group cannot access one of your
queues, you need to ensure that that queue is only accessible to a specific
other group, not Everyone or Privileged.
