[rt-users] New "Assets" not appearing in 4.2.12 -> 4.4.0 upgrade that didn't have them before

I just upgraded two systems running RT 4.2.12 to 4.4.0. Neither system had the Asset manager prior to the upgrade & we were looking to try it out. It didn't appear. Is there something I need to change in the RT_Siteconfig.pm to get the Assets tab to show up?
