[Rtir] clean install of rt4.2 and rtir 3.0 on cent6.4. "Can't wrap non-existent subroutine RT::Queue::HasRight" error upon start of rt-server

RTIR 3.0 is incompatible with RT 4.2, instead use RT 4.0x. At least that was the case a few months ago.

I'm getting the same error.  Has anyone figured out what the fix is?
